With the Semel route management system, the dispatching of various orders to vehicles is managed comprehensively. The system allows for efficient control of service traffic, contract traffic, and taxi traffic, as well as effective combination of trips. Essential components include customer profile management, trip combining, backend calculations, order dispatching, and payment processing, all integrated into a single system. 

The systems supplied by Semel are used, for example, in Kela's direct reimbursement procedure and in organizing and managing transportation in welfare areas in accordance with the statutory Disability Services and Social Welfare Act.

n the direct reimbursement procedure, customers order taxi trips reimbursed by Kela from the order brokerage centre. In this case, basic information about the person and the trip is generated in electronic form when ordering. The system combines the trips that can be combined, each one-way trip is identified by an order ID created by the order brokerage system. The car's payment information is generated by the taximeter and the trip-specific order ID is added to it. In the order brokerage centre, the order and payment information is combined, which creates the same information electronically as that submitted to Kela on forms in the proxy procedure. The combined information is delivered to Kela's front-end server for processing the travel reimbursement.

The implementation principle for trips covered by the wellbeing services counties is largely similar to those covered by Kela. The travel management system also handles the background calculation and invoicing of trips, meaning the taximeter is not used as the basis for charging for trips.

Kela direct reimbursement for taxi journeys

Trips paid by Kela
Kela reimburses travel costs for necessary health care visits due to illness or pregnancy. This also includes travel to rehabilitation arranged by Kela. Travel costs are mainly reimbursed based on the cost of public transportation. This means that Kela usually pays for the cheapest available travel option, such as a bus or train. Taxi travel is reimbursed only if public transport is not reasonably available or if the passenger’s health condition prevents them from using it.
During the trip
Before the trip begins, the passenger must show their Kela card to the driver. This allows them to get the travel reimbursement immediately in the taxi and pay no more than a 25-euro co-payment. If the return trip time is known, it must be ordered at least 1 hour before departure. The driver must always give the passenger a receipt for the trip.

Kela reimburses travel costs for necessary health care visits due to illness or pregnancy. This also includes travel to rehabilitation arranged by Kela. Orders

Kela taxi is ordered from the toll-free order number in your own region. Customers can only receive compensation for Kela taxi trips ordered through the dispatch center, in which case the customer pays a maximum out-of-pocket expense of €25 for the trip.

During the trip

The passenger must show their Kela card (Finnish Social Insurance Institution card) to the driver before the trip begins to receive the travel reimbursement immediately in the taxi and pay a maximum self-liability of 25 euros for the trip.
The return trip must be ordered at least 1 hour before departure time if the return trip time is known. The driver must always provide the customer with a receipt for the trip.
