VAT change 1.1.2026

VAT rate on passenger transport decreases from 14% to 13.5% from 1.1.2026. This change means that the VAT rate applicable at the start of the transport will be determined by law.

During December, Semel will update all M2 meters with tariffs, surcharges and VAT files remotely in Finland. For the update to be successful, it is important that the meter data connection is active. Unless otherwise agreed, the rate of the tariffs and surcharges on the meters will be changed to 13.5% without affecting the consumer price.

NOTE! If the taxi company or taxi entrepreneur has before 12.12.2025 has agreed with Semel on another way of implementing the VAT change, this general guidance does not apply to that company or trader. The form for ordering and changing fares can be found on Semel's website at semel.fi/taksiautoilijalle.

Files sent to the meters containing the new VAT rate will be automatically activated on 1.1.2026 at 00:01.

Guidelines for the change of year:

  • If the meter is active at the change of the year, stop and restart the meter about one minute after stopping.
  • If a shift is not active at the change of year, the new rate data will be automatically activated at the start of the next shift.

Please note that if the taximeter system does not allow remote downloading of files, the driver should contact either an authorised Semel installer or Semel Helpdesk. In these cases, the service providers may charge for any costs incurred in accordance with their own price lists.
